2CA has not been funded. HWHs are privately funded, do if there are really that many more of them (and I doubt that), it is private money doing it.

An inmate can receive from 0 to UP TO 6 months HWH at the discretion of the BOP. 2CA did not change this discretion, but did up the possible maximum to 12 months (which so far as we know has been given to nobody).Kenny Linn, J.D., LL.M.Chairman, FedCure
